The Mayor of Lisbon Fernando Medina pronounced about the ambitious commitment by saying that: "Lisbon is leading the fight against climate change. The process underway in the city aimingat mitigating the impacts and creating the means for adaptation is embracing everyone: the inhabitants, visitors, businesses, the economy, employment and the environment fields. Together we are creating an inclusive and sustainable city, not only for the future, but already for the present".

Named as the “world’s biggest urban climate and energy initiative” by Commissioner Miguel Arias Cañete, the Covenant of Mayors for Climate & Energy aims to promote sustainable practices and policies to reach a new target beyond the 2020. The common agreement was unanimous where the 97% of the cities called for a new target beyond 2020 and 80% called for a longer-term target. The majority also endorsed the 2030 objectives for a minimum 40% CO2/GHG reduction and supported the integration of mitigation and adaptation to climate change under a common umbrella.
